Ex-State Sen. Pedro Espada Jr. ran his nonprofit Bronx health clinic into the ground but the company credit card that bankrolled his private expenses was always paid on time, a court heard Tuesday.

The former chief financial officer for Soundview HealthCare Network testified against the former state majority leader in Brooklyn Federal Court Tuesday.

Phil Velez said the nonprofit frequently had problems paying health and business insurance, rent and payrolls.

The office security system was also cut off because of nonpayment, yet Espadas credit card bill was never in default.

The bill always got paid, said Velez, testifying against Espada in exchange for immunity in the corruption case.

Prosecutors released evidence E spadas nonprofit was billed twice for some of his meals, and for four car washes in two days.

The ex-politician racked up more than $ 250,000 in private expenses in 2008 and also cashed out six weeks of sick pay and eight weeks of vacation time to reimburse Soundview HealthCare Network for charges he labelled personal on the company-issued AmEx card, Velez said.
